简要规则描述：根据年度土地出让计划，拟将启动*项图则更新项目（*年具体完成数量以实际为准，最终费用以实际完成数量为基础计算）。根据《上海市控制性详细规划技术准则》要求，开展规划局部调整图则更新成果，并上报。具体内容如下：明确拟更新地块的调整内容，并形成调整图则和入库文件以及必要的说明报告；梳理和调研地块及所在街坊的现状情况和规划情况；通过专家及部门评审会后上报市局审批入库。项目成果包含图则更新文本以及图则更新上报文件，包括图则更新申请表、控规调整前后图则、入库文件等。成果内容和形式符合《上海市控制性详细规划技术准则》和《上海市控制性详细规划成果规范》。
