简要规则描述：为配合宣黄公路新建工程项目建设，保证沿线河道填堵平衡，拟开展老港镇烟桥墩港（宣黄公路上下游）河道建设工程。（具体工作内容及要求详见竞争性磋商文件、工程量清单及图纸）。
Brief Specification Description:To support the construction of the Xuanhuang Expressway project and ensure the balance of river embankment filling along the route, it is proposed to carry out the river construction project of the Yanqiaodun Port in Laogang Town (upstream and downstream of the Xuanhuang Expressway). (For specific work content and requirements, please refer to the competitive consultation documents, bill of quantities, and drawings).

(c)本项目的特定资格要求：（*）须系我国境内依法设立的法人组织；
（*）要求具备水利水电工程施工总承包二级及以上资质；
（*）具有有效的安全生产许可证；
（*）项目经理具有水利水电工程二级建造师及其以上资格，并具有有效的安全生产考核证书，且不得在其他项目担任项目负责人；
（*）本项目仅面向中、小、微型等各类供应商采购；
（*）本项目不允许转包。
(c)Specific qualification requirements for this program:(*) It must be a legal entity established within the territory of China in accordance with the law; (*) Require to have a second level or higher qualification for general contracting of water conservancy and hydropower engineering construction; (*) Having a valid safety production license; (*) The project manager has the qualification of Level * Constructor or or above in water conservancy and hydropower engineering, and has a valid safety production assessment certificate, and is not allowed to serve as the project leader in other projects; (*) This project is only available for procurement from various suppliers such as small, medium, and micro; (*) This project does not allow subcontracting.
